Those should be Tifa's memories because the Weapons are following bits of Tifa's memories to get there. And the memories that the Black Whispers attack at the end are apparently a tiny bit different than what Tifa saw, so I'm thinking those are Cloud's memories.

It's not really the thing I would die on but if it's not Tifa's dress then I'm side eyeing the devs for not giving her a proper dress in the GS. She'd be the only one to not get an outfit out of the GS (I'm including Barret, Nanaki, and Cloud there! and hell even Cait!), which would be very weird.
