Yeah you're probably right (I recall Shademp writing there was a secret map there).

Though the Ancient Key quest was also weirdly plotted. The only way canonically the Ancients could get the Key there would be through magic (underwater) Materia. Perhaps that line of thought is where the Materia originated?
